Grant is a graduate of Southern Illinois University at Carbondale with a B.S. in Civil Engineering. He worked 4 years with for a local contractor prior to employment with Jackson County Department of Highways in 2000 as Assistant Superintendent of Highways. He has been County Engineer for Jackson County since 2003.

Established on January 10, 1816, Jackson County is one of the few, early Illinois Counties that did not change significantly in land area after initial establishment. The County is named after President of the United States, Andrew Jackson.
