Engineer Bio:
Mr. Otten has a Bachelor of Science degree in Civil Engineering from Iowa State University and a Master of Science degree in Environmental Systems Engineering from Clemson University. Since 1985, he has worked on a wide range of civil engineering projects including roadway design and construction, drainage and culvert design and construction, stormwater management, and windfarm development. He began his career with the Iowa Department of Transportation before moving to Kansas City, MO. He worked for consulting engineering firms both in Kansas City, and after returning home to central Illinois in 1993. He approaches roadway maintenance and planning from a perspective of cost-effectiveness and sustainability so that the Highway Department implements lasting solutions for the citizens of Stark County.

Established on March 2, 1839, Stark County is named after John Stark, a soldier of the French and Indian wars, a Major General of the Revolution, who served with distinction at Bunker Hill, Trenton, Princeton, and Bennington.
