Dale received his BSCE from the University of Illinois at Champaign/Urbana in 1974 and his MBA from the University of Illinois at Springfield in 1991. He worked for consultants for several years before serving as the Edgar County Engineer for six years. In 2016, he was appointed as the Stephenson County Engineer. Dale is a Professional Engineer and a Professional Land Surveyor in Illinois and an ordained minister.
Established on March 4, 1837, Stephenson County is named after Benjamin Stephenson, prominent pioneer, a Colonel of Territorial militia, and Adjutant General of the Territory (1813-1814).
