Chris received his B.S. in Civil Engineering from Rose-Hulman Institute of Technology in Terre Haute, IN in 1980. He worked for the Indiana State Highway Commission until 1983, when he went to work for Clark County. He has served as County Engineer for Clark County (84-87), Jo Daviess County (87-91) and Stephenson County since 1991.

Established on March 4, 1837, Stephenson County is named after Benjamin Stephenson, prominent pioneer, a Colonel of Territorial militia, and Adjutant General of the Territory (1813-1814).
