Matt Coultas received a B.S. in Physics from Illinois College in 1996 and a B.S. in Civil Engineering from the University of Illinois Urbana-Champaign in 1996. Mr. Coultas previously worked for Poepping, Stone, Bach and Associates in Quincy, IL (1996-1998) and Benton and Associates in Jacksonville, IL (1998-2004) prior to becoming the Scott County Engineer in 2004. Mr. Coultas has been employed as the County Engineer for Morgan and Scott Counties, since 2012.
Established on January 31, 1823, Morgan County is named after Daniel Morgan, a General of the Revolution, who, as commander of the "Rifle Brigade," served with distinction at Quebec, Saratoga, the Cowpens, and other important engagements.
